Article 25-A of Constitution of Pakistan obligates the state to provide free and compulsory quality education to children of the age group 5 to 16 years. "The State shall provide free and compulsory education to all children of the age of five to sixteen years in such a manner as may be determined by law". The second United Nations Millennium Development Goal was to “ensure that, by 2015, children everywhere, boys and girls alike, will be able to complete a full course of primary schooling.” This goal was missed but significant progress has been made. In 1970, 28% of primary-school-age children in the world were not attending school, today this share has decline to 9% – equivalent to 60 million children not in primary education as the first visualization below shows.
